The author should have done a little bit if research on the subject matter of "Lambanog".

TUBA comes from the fresh sap of coconut flower and is also known as "toddy". The production of "Tuba" does not undergo any processing but it could be slightly fermented if not drank at once. Vinegar can be made out of "TUBA".

"Lambanog" is also from the sap of coconut flower but it undergoes a distillation process which is responsible for its high alcohol content

I have not been to Guam but what "tuba" is in Guam is most probably the same"tuba" in the Philippines.
